Dennis earned both his J.D. and B.A. with honors from Georgetown University. He has served in the Ohio legislature and the Sandusky City Commission (serving as President for two terms) as well as on the Ohio Constitutional Modernization Commission. His community service includes the Sandusky Central Catholic Education Foundation and the Sts. Peter & Paul Church Pastoral Council. He has been recognized with awards from Central Ohio Association for Justice, Ohio Farmers Union, Ohio Environmental Council, Ohio Association for Justice, Ohio Sea Grant and the Buckeye State Council of the Vietnam Veterans of America.
